El Día del Profesor Universitario en Venezuela está consagrado a la autonomía universitaria, como un logro que se hizo realidad hace cincuenta y tres años, en 1958, cuando una vez caída la última dictadura que se vivió en el país, se cristalizó esta gran conquista tanto por parte de los docentes, estudiantes, empleados, obreros y de toda la comunidad universitaria nacional.
Hoy prácticamente más que una celebración es una conmemoración, en la actualidad el ejercicio de esta importante profesión se ha convertido en sacrificio, un sacrificio que va más allá de la innata vocación, donde la celebración está empañada por los ataques constantes contra la Educación en todos sus niveles.
Con estas imágenes honro a quienes han formado a lo largo de la historia a nuestros profesionales , quienes con «Sangre, esfuerzo, lágrimas y sudor» continúan con su lumbre de fiel claridad venciendo la sombra de la ignorancia.
Hoy honro a mis profesores pasados y presentes, muy especialmente a los de las Universidades Públicas Nacionales, entre ellas, la 1era del País, nuestra Universidad Central de Venezuela.
Historia
La Ley de Universidades de Venezuela fue promulgada como Decreto Ley N.º 458 el 5 de diciembre de 1958, fecha que se adoptó como Día del Profesor Universitario. El proyecto de la ley fue elaborado en los meses sucesivos al derrocamiento de Marcos Pérez Jiménez el 23 de enero de 1958.
Ese año, bajo una Junta de Gobierno Provisional, transitaba de nuevo Venezuela el camino hacia la democracia, interrumpido en 1948. Se derogó así la Ley de Universidades del 2 agosto de 1953, sancionada en el discurrir del segundo año de la dictadura del general Marcos Pérez Jiménez.
Dos semanas después del Decreto Ley del 5 de diciembre de 1958, y ya con un Presidente electo para reiniciar el experimento democrático en el país, el 18 de diciembre de 1958 la Junta de Gobierno proclamó la autonomía universitaria. En efecto, el domingo 7 de diciembre Rómulo Betancourt ganó la elección presidencial, asumiendo la Jefatura del Gobierno de la República el 13 de marzo de 1959.
La Ley de Universidades fue enmendada el 2 de septiembre de 1970 en el Congreso Nacional presidido por José Antonio Pérez Díaz, y promulgada por Rafael Caldera, presidente de la República, en el Palacio de Miraflores, el 8 de septiembre de 1970. Ese mismo día fue publicada en Gaceta Oficial N.º 1.429 Extraordinario.
